Peter Lucas will speak and sign copies of his novel Balkan Caesar at a gathering at the Alba Restaurant, 1486 Hancock St., in Quincy at 1 p.m. on Saturday, June 20. The novel is about Enver Hoxha, World War II and the Albanian Americans of the OSS who fought there. All are invited.
